RADAR PALU – The Environmental Agency (DLH) of North Morowali Regency (Morowali Utara/Morut), Central Sulawesi Province, continues to accelerate the transition process from Temporary Waste Disposal Sites (TPS) into Integrated Waste Processing Facilities (TPST). This initiative follows the directive from the Ministry of Environment (KLH) regarding the elimination of open dumping practices.
Currently, 343 Final Waste Disposal Sites (TPA) across Indonesia that still practice open dumping have received administrative sanctions from the Ministry of Environment. Five of these sites are located in Central Sulawesi, while two regions, Poso and North Morowali, are under guidance and supervision. Open dumping practices violate Law No. 18 of 2008 on Waste Management.
Head of the North Morowali Environmental Agency, Syarifudin, explained that the open dumping system causes various forms of environmental pollution. These include methane gas emissions from organic waste, exposure to microplastics from non-degradable plastic waste, and leachate contamination affecting surface water and groundwater.
According to Syarifudin, the transition process of the TPS located in Lambolo Hamlet, Ganda Ganda Village, Petasia District, is currently undergoing closure, starting with Block 1 of the three waste disposal blocks in the area.
“Currently, Block I has been completely closed. The closure of the remaining waste disposal blocks will be carried out gradually,” said Syarifudin to Radar Palu in Kolonodale, Wednesday (06/08/2025).
Syarifudin further explained that the closure of the TPS is being conducted in stages because the North Morowali Environmental Agency is currently preparing the land and finalizing plans for the construction of a TPST in Koromatantu Village, West Petasia District.
“The land owned by the North Morowali Regency Government for the TPST in Koromatantu is already available, and the construction plan will be accelerated,” he explained.
Syarifudin stated that this process is in line with the Ministry of Environment’s policy, which provides a six-month period for each regional government to prepare closure and relocation plans for existing TPAs.
“The Ministry of Environment is ready to assist the North Morowali Regency Government; however, we have not yet received information regarding the form of assistance that will be provided,” he added.
The North Morowali Environmental Agency also expressed appreciation to third parties, including PT Trinusa Group, which has provided support by deploying heavy equipment for the closure process of the waste disposal block.
Syarifudin hopes that other companies operating in the region will also participate, allowing stronger synergy between the local government and the private sector. This initiative will be followed by environmental awareness and coordination programs with those companies.
“We sincerely appreciate Trinusa Group for showing concern and actively participating in addressing environmental issues in our region,” he said.
Regarding the recommendations from the Ministry of Environment for the North Morowali Regency Government, Syarifudin did not disclose all details. However, one of the recommendations concerns increasing the environmental budget allocation to 3% of the total Regional Budget (APBD).
“These recommendations will be submitted directly to the Regent of North Morowali in accordance with the Ministry of Environment’s instructions during the socialization event we attended in Palu City,” he said, explaining why the details of the recommendations could not yet be disclosed.
Operational Director of PT Trinusa Dharma Utama, Ilham Erlangga, stated that Trinusa Group’s commitment to environmental restoration is absolute. He emphasized that Trinusa Group’s operations always prioritize Good Mining Practice (GMP) principles.
“Environmental management and natural resource conservation are part of the GMP principles. Therefore, we are always present whenever environmental restoration efforts are carried out, including the closure of the Lambolo TPS,” said Ilham Erlangga in a written statement to Radar Palu on Wednesday afternoon.
Meanwhile, Trinusa Group’s Public Relations representative, Mario Agung Ranu, stated that the deployment of heavy equipment to support the closure operation of Block 1 at Lambolo TPS has been ongoing for several days.
“The Environmental Agency coordinated with us and requested our assistance in carrying out the closure of Lambolo TPS. Alhamdulillah, we were able to contribute and be part of this process,” he said via telephone. (ham)
